The political implications of the new civil law

The promulgation of the new law for NGOs in Egypt (Law No. 149 of 2019) came to highlight a set of implications related not only to civil work and the state’s stance towards it, but also to reflect the philosophy of rule in Egypt generally, and the essence and pattern of the political system at the present time.
The issuance of this law came two years after the issuance of the previous law (Law No. 70 of 2017). The rapid change in this law came under the guidance of President Abdel Fattah El-Sisi in response to requests and observations of youth at the National Youth Conference, which were preceded by observations of the workers and those concerned with this field in the Egyptian society.
This response reveals how the current political system thinks and works in Egypt. There is respect and consideration for the public opinion esteeming the opinion of the people and their choices. There is flexibility in correcting any mistake even if it is in a law that was formulated in a specific political, social and security circumstances. There is no petulance, clinging or defense for any opinion.
This unprecedented model of submitting power to the will of the people is the essence of the philosophy of rule in Egypt today and the essence of democratic values, especially if it prevails in all fields and in dealing with all issues.
On the other hand, Egypt has a long-standing non-governmental and civil society that plays a distinctive role in all times and in all economic, social, political and cultural fields. There is no doubt that the new law, and the facilities it contains, and its commitment to the best international standards in the field of civil work represents a recognition of the role of this sector that represents the third side of development, in addition to the governmental and private sectors.
On the light of the previous data, this issue of the periodical has devoted files, written by elite specialists and figures with an interest in these fields, on objective and scientific treatment of the new law, its dimensions, implications and indicators, holding a comparison with the previous law and similar laws around the world, and others
